The Housing Assistance Supply Experiment is designed to show how a direct cash payment approach to low-income housing assistance would work as a national program. Experimental housing allowance programs are under way in two sites--Brown County, Wisconsin, and St. Joseph County, Indiana. Results from two experimental sites during three years of program operations indicate that about 20 percent of all households are eligible for housing allowances and about 10 percent choose to enroll in the program.
